Responsibilities:

The Clerk/Treasurer is the clerk to the Village Board of Trustees, attends all meetings and takes minutes. Other duties include preparing a monthly list of claims to be submitted to the Board, all accounting and banking transactions, prepare preliminary budgets by meeting with department heads prior to beginning the work on the budgets with the Mayor for the Board’s approval, payroll, water billing, take care of all annual election duties, all duties of Tax Collector, Records Management Officer, Records Access Officer and other duties as requested by the Village Board.

Position is a 2 year appointment – term ends 3-31-2025

Programs/Activities

Utility Billing
The Clerk’s office handles the quarterly water, sewer and garbage billings. These billls are issued April 1, July 1, October 1, and January 1 of each year. If you do not receive a bill, you are still responsible for any penalties that accrue. You can pay your utility bill online at EdmundsGovPay. There is a 2.9% user fee for this service. Also due to the transaction time, payment must be made 3 days prior to the due date. The NYS Comptroller’s office states that as a homeowner, you should be aware of the bills you are responsible for, so you are responsible for penalties that accrue due to non-payment.

Records Management
The Clerk/Treasurer is the Records Management Officer (RMO) for the Village and is responsible for maintaining all records. FOIL (Freedom of Information Law) requests are sent to her attention.

Property Taxes
Property tax bills are issued by the Clerk’s office. The Village’s fiscal year is June 1st to May 31st of each year. The tax billing date is June 1st of each year. Per New York State law, you have until July 1st of each year to pay your taxes without penalty. Any bills unpaid as of July 2nd will have a 5 percent penalty added on. Unpaid bills as of August 1st have an additional 1 percent penalty added on, and another 1 percent added on in September and are due October 1st. Should a tax bill remain unpaid as of November 1st, the amount is turned over to the Oneida County Tax Office for collection.

If you did not receive a tax bill and should have, you are still responsible for any unpaid penalties. The NYS Comptroller’s office says that property owners should be aware of the bills they are responsible for, and thus, should know when bills are due.

If your mortgage is paid in full and your taxes were paid through an escrow account, please be sure to contact the Clerk’s office with this information to make sure future tax bills are sent to you. Although banks are supposed to notify the Clerk’s office when a mortgage is paid in full, this doesn’t always happen.

Hours of Operation:
The village clerks office is open to the public Monday – Friday during regular hours. The village vestibule is also open for residents needing permit applications or to use the Prescription Drop Off box. Correspondence and payments can also be left in the drop box located at the parking lot entrance of the Village Hall.
